[Synth] Make passes runnable on any operation

There are several Synth passes that are restricted to hw.module but there is no good reason to keep it specific to hw.module.

Absolutely, thank you for taking a look! This is the list I'm looking at. There are several passes that depends on other stuffs that also requires hw::HWModule which is more challenging so i appreciate if you could start from the first bucket!

If it's trivial change (a few line changes) it's fine for me to put in a single PR but I thought some of them may not be trivial.
